These unintended pregnancies cost $328.7 million a year; of this the federal government pays $266.8 million and Arkansas pays $61.9 million (Guttmacher Institute, 2016c). Summary: Oral contraceptives are accessible over the counter or from a pharmacist in over 100 countries, but at this time only two states in the United States, California and Oregon, have a law that permits women to obtain birth control from either of these sources (Wahlin et al., 2014).
